NOTICE FOR ENGAGEMENT OF CONSULTANTS AS BASE MANAGERS

 

Pawan Hans Limited is a premier Central Public Sector Enterprise and India's largest Helicopter Company under the administrative control of Ministry of Civil Aviation, Government of India. The company is in Mini Ratna Category I and has been making profits consistently over the years.

The Company provides helicopter support services to various sector like oil sector for off-shore exploration operations, power sectors, hilly areas like North East, remote terrains and inaccessible areas like Port Blair, Lakshadweep etc, passenger services including VIP transportation, support services for anti-naxal operations of police and para-military forces and charter services for promotion of tourism and pilgrimage.

Applications are invited from the Retired Officers from Government of India, Central or State PSUs or other Aviation Companies or any Individual from a Public / Private Agency or Company etc for engagement of Consultant purely on contract basis to function as Base Manager, as detailed below :-

Individuals who have retired at the level of E-5 or E-6 from a CPSE or equivalent level in Government of India or individuals having total experience of not less than sixteen years including minimum experience of three years at Middle Management Level (DPE grades E-5 / E-6 or its equivalent CTC level)

 

Duration:

The incumbent will be engaged initially for a period of one year further extendable as per requirements of the Company.

Age Limit:

The age of individual should not be more than 63 years at the time of engagement. However depending upon the expertise and proficiency of the individual in a particular field, maximum age may be relaxed upto 65 years at the time of engagement for appointment as a Consultant.

Recovery for leave/absence for a day shall be made on prorate basis (considering 30 calendar days per month) for Senior Consultant & Consultant respectively for those engaged on full time monthly basis.  Tax deduction at source as per Income Tax Act / any other Law.

Duties & Responsibilities:

The Sr. Consultant / Consultant posted as Base Manager at PHL Detachments (Rajamundry, Bhubaneshwar & Shimla) will perform following duties & responsibilities of Base Manager :-

 

Operations:

a)     To advise Regional Head regarding all matters pertaining to the Base.

b)    To ensure operations are carried out in accordance with the NSOP of the Company.

c)     To ensure compliance of DGCA rules & regulations and the operations manual of the Company.

d)    To maintain all necessary documentation as required.

e)     To maintain a close liaison with the clients to meet the requirements and also appraise the issues pertaining to various regulatory requirements.

f)     In consultation with Senior Pilot, he shall look into the administrative requirements of the aircrew who are based at the Base.

g)    To monitor any VIP task being undertaken at the Base and in consultation with available Senior Pilot, adopt a proactive approach in meeting the task to the satisfaction of the VIP.  The VIP task must be closely monitored and to maintain meticulous follow-up.

h)     Responsible for receiving any visiting dignitaries, audit teams and other teams and provide all assistance to them in conduct of their tasks.

 

Engineering:

a)     To ensure the availability of MOE and any associated reference manuals defining organisation and the procedures on which DGCA CAR 145 approval is based.

b)    To ensure all works are progressed under the terms of CAR 145 approval and work standards maintained.

c)     To manage all maintenance staff and administration.

d)    To ensure that all maintenance infrastructure facilities including manpower, tools and literature are available.

e)     To ensure upkeep of all facilities including hangar, stores, all ground support equipment and its maintenance of standard.

 

Flight Safety: 

a)     Responsible for identifying operational safety hazards at the Base and following up with SAG at Region for risk assessment and mitigation.  Base Manager or Senior-most Pilot at the Base or PIC of the aircraft are responsible for the taking all actions to ensure safety of operations including stopping operations if assessed as unsafe.

b)    To co-ordinate with customer on Safety / Security related issues.

c)     With the help of Operations Assistant be responsible for flight following by obtaining information from the Pilots, Helipad Staff and various ATS Units and in case of any accident / emergency shall organise / assist in search and rescue operations.

d)    Responsible to ensure that safety audit observations pertaining to Base are properly mitigated and preventive action taken.

 

Administrative Functions:

a)     Responsible for administrative and financial matters at the detachment as per rules of the Company.

b)    Responsible for submission of various reports and returns as required under various regulations / rules.

c)     To ensure logistic support to the Base, liaison with customer, conceptual planning at Base.

d)    To ensure payment follow up on outstanding dues with customers.

e)     To ensure expansion of business activities, liaison and marketing for new customers.

f)     Any other job assigned from time to time.

 

Other conditions: 

i)      Only Indian Nationals are eligible to apply.

ii)     The Senior Consultant / Consultant shall be required to execute a contract agreement, as per format on non-judicial stamp paper of Rs 100/-.

iii)    The Senior Consultant / Consultant would be required to attend office on all working days in a calendar month and on weekly off/ holidays, if required, in case of exigencies of work.

iv)    The Senior Consultant / Consultant shall not sub-contract the contract/assignment.

v)     The contract can be terminated at any point during the term of assignment by giving one month's notice by either side without assigning any reason whatsoever.

vi)    PHL reserve the right to amend / alter and modify any of these conditions at any time.

vii)   PHL has full right to withdraw the notice for engagement of Sr. Consultants / Consultants as Base Managers at PHL detachments without assigning any notice thereof.

viii)  The services of Senior Consultant / Consultant whose performance is not upto the mark will be terminated without assigning any reason thereof.

ix)    In all matters concerning the engagement of Sr. Consultants / Consultants as Base Managers at PHL Detachments, the decision of PHL management shall be final and binding on the applicant.
